How do you earn Legacy Points?
Through Legacy Challenges. The Legacy Challenges window Blizzard showed sorts them into six categories: Classes, Tradeskills, Player vs. Player, Adventure, Dungeons and Raids. Blizzard hasn't said yet what the individual challenges are or how many points each one is worth.
Points are shared across your account, so what you earn on your main counts on your alts too. The counter at the top of that window reads 30 / 65, which matches the 65 points available at launch.

Legacy Trees and the 16-point cap
Spending is per character. Each character has three Legacy Trees: Professions, Adventure and Resourcefulness. The point pool is shared, but the picks you make in a tree belong to that character.
At launch, a character can spend 16 points at most. Even with all 65 earned, no single character goes past 16.

Blizzard's screenshot shows one perk up close: Reagent Economy in the Resourcefulness tree. It's a passive that stops your class abilities from needing vendor-bought reagents and makes Tier 1 camping features cost no reagents to craft.
What does the Legacy Reward Track give?
Cosmetics only. Blizzard's example is the Spectral Bear Cub, and nothing on the track adds combat power. Skip it and you won't be behind on stats in a raid or a battleground.

How does Legacy work on Hardcore?
Hardcore is the exception. Collections and Legacy Points are account-wide on every ruleset except Hardcore, which is fully sealed off. Progress can flow out of Hardcore but not in, and a Hardcore character that dies can be moved to another ruleset, PvP included.
