How do you change layers in WoW Forever?
Blizzard hasn't published an official way to change layers. There's no layer button in the game, and the official forum has open threads asking to "give us a way to swap layers" and "bring back layer swapping". Layers split a realm's players into separate copies by population; you don't choose which one you're on.
WoW Forever has no official way to change layers. Blizzard tweaked layer numbers on November 5 after reports of empty zones; now players complain quest zones are overcrowded and mobs respawn too slowly.
Why did cities feel empty?
In launch week players reported seeing only a handful of people in cities like Ironforge. On November 5, Blizzard's Aggrend agreed some areas didn't feel as populated as they should and said they'd tweak the numbers the next day (official reply).

Why is everywhere overcrowded now?
After the tweak the complaints flipped. On November 7-8, the hottest forum thread was "Questing is miserable - layers overcrowded - mobs respawn too slow" (100+ replies). Players say they wait in line for mobs and quest items while 5-man groups from the other faction take the tags; threads asking to "reverse the layering changes" and "give us more layers" followed. Blizzard hasn't answered these new complaints yet.
How to level on a crowded layer
- Group up: players in the same group share mob tags and quest credit; invite the people in line instead of waiting alone.
- Pick your hours: zones are quieter late at night and early in the morning.
- Switch to dungeons: if the quest zone is packed, a dungeon at your level can be faster. List: WoW Forever dungeons list.
- Leave the main route: the first zones everyone goes to are the most crowded; try the second zone for your level.
